I can't tell you the name of this technique, but I can tell you how it's done. It was presented at a Stampin' Up! Regional this summer and I can't remember where I saw it online. Anyway, I used it on this card and here is how you do it. On a light or white piece of cardstrock, sponge ink all over. Select your background stamp and ink it up with Versamark. Then, give it an even spray of Stampin' Mist Stamp Cleaner. Stamp onto the sponged cardstock and allow it to dry. I read that using a heat tool to speed drying could fade out the colour.
This card shows the same technique on the green strip, except there is only Versamark and water on the stamp. The other difference is the cardstock was sponged with Distress Ink. Using Versamark, then spraying with water does not work on SU dye ink.
